International Flight Planning Resources
The following resources provide guidance for international operations. Crewmembers shall comply with the applicable parts of Operations Specifications, FAR 61,91,135 and, while operating outside the United States, comply with the appropriate ICAO Annexes, to the Convention on International Civil Aviation, or the regulations of any foreign country. Each crewmember shall comply with the most restrictive of either the FAA or the foreign regulation.
The following is a non-exhaustive list of resources which shall provide guidance to crewmembers in conducting International Flight Operations. Prior to conducting flight operations outside the United States each crewmember shall review the applicable resources and become familiar with the relevant ICAO and foreign states regulations and operations procedures. All resources from this list are available to crewmembers on the aircraft specific IPAD or the internet.

ICAO, International Civil Aviation Organization, is a French organization based in Montreal that develops principles and techniques for International air navigation. The ICAO organization has commissioners selected from contracting states. ICAO documents published on the subject of International flight operations best practices are the following:

ICAO Doc 8168 – PANS OPS
ICAO Doc 7030- Supplementary Regional Procedures
NAT Doc 007- MNPS North Atlantic Operations Manual
Advisory circulars provide guidance by the FAA on items relating to aircraft airworthiness. The information is intended to provide guidance and is “non-regulatory and non-binding.” With that being said, there are some valuable resources pertaining to international flight operations which are published as AC’s. The Relevant International Advisory Circulars are as follows:
AC 90-96A BRNAV PRNAV
AC-90-114A ADS-B Out Implementation
AC 91-70B Oceanic Operations
AC 91-85 RVSM
AC 120-33 LNAV Approval over NMPS
AC 120-42B ETOPS and Polar Ops
